In summary form, the allowable hours for projects which require a permit are:

No new projects may be started, but exterior construction may continue on existing projects.

In addition to the above date and time regulations, the Restrictive Covenants prohibit construction on holidays.
These are defined as
New Year's Day (January 1st or the nearest weekday);
Martin Luther King, Jr. Day (third Monday in January);
President’s Day (third Monday in February);
Memorial Day (last Monday in May);
Labor Day (first Monday in September);
Columbus Day (second Monday in October);
Thanksgiving Day and the day after (fourth Thursday/Friday in November);
Christmas Day (December 25th, or the nearest weekday)
Repair or replacement of components of existing structures (including painting) may be done BETWEEN Labor Day and Memorial Day weekends
on Saturdays or Sundays between 9:30 AM and 4:30 PM.
